Your roof may be the oldest thing on the block, or the block itself may date to 1931. Either way, Boulder City roofs outlive the valley average and deserve someone who respects that. Boulder City was laid out in 1931 by the Bureau of Reclamation to house the crews building Hoover Dam. It is the only planned federal town of its kind, and 95 years later its housing stock still shows it.
The Boulder City Historic District holds 514 buildings, and 408 of them went up between 1931 and 1942.⁴ Spanish Colonial Revival storefronts and Craftsman bungalows line Nevada Way, Avenue L, and the streets between Date and 5th. Those roofs are mostly low-slope and composition shingle on 90-year-old framing. Any work inside the district gets reviewed, and it should.
Boulder City caps new construction at 120 residential building permits a year, written into the city code.⁵ The population has hovered around 15,000 since 2000, and 29.6 percent of residents are 65 or older.³ The result is a stock of 7,400 homes where the newest tracts are already decades old. Roofs here age in place rather than being replaced by new subdivisions.
Boulder City sits at 2,510 feet, and its own climate station averages 40.9 days a year at or above 100 degrees.¹ The Las Vegas airport averages nearly 70.¹ It also catches more rain, 5.70 inches in a normal year with 1.29 inches falling in the June to August monsoon.² Wind sweeping across Eldorado Valley and up from Lake Mead is the third factor. Older shingle roofs feel all three.
Saco Rienk DeBoer drew Boulder City's plan in 1930. He put the Reclamation Building at the top of the hill and fanned the workers' cottages out below. Walk downhill from that building today and you pass through every roofing era the town has. The laborers' cottages on the lower grid were built fast in 1931 and 1932 for a town of 5,000 workers. Their rafters are original and their asphalt shingle is on its fourth or fifth layer. The Boulder Dam Hotel opened in 1933 and the Boulder Theatre a year earlier. The Spanish Colonial Revival fronts around them hide low decks behind parapets. Water leaves those decks through scuppers, so ponding and coating wear are the recurring problems. Elastomeric recoats and membrane recovers keep those buildings dry without touching the facades.
Boulder City nearly tripled in population between 1970 and 1990. The homes around the Municipal and Boulder Creek courses date from that stretch. Concrete tile and shingle roofs there are now 35 to 55 years old. A second roof, with the old tile reset over new underlay where it is sound, is the usual conversation.
The larger homes on the hillside east of downtown look across Lake Mead and take wind straight off the water. Tile ridge lines and exposed hips need mechanical fastening there.
Boulder City Municipal Airport is Nevada's third-busiest by boardings, and the Eldorado Energy Zone hosts utility-scale solar on city-leased land. Hangars and warehouses out there run on metal and coated flat roofs that we repair and recoat around flight and shift schedules.
